  3. Swaziland's economic dependence on South Africa means good relations with the Republic are the top priority. It has had to balance membership of SADC with the need to not alienate Pretoria. 
  4. A secret security pact was agreed with South Africa in 1982. With 134,000 Mozambican refugees, Swaziland is also eager to see peace in that country.
